140808-N-NT769-039 CHANGI NAVAL BASE, Singapore (August 8, 2014) - Rear Adm. Charles Williams, Commander, Task Force 73, addresses servicemembers from the U.S. Navy and the Armed Forces of the Republic of Singapore during the closing ceremony of Cooperation Afloat Readiness and Training (CARAT) 2014. In its 20th year, CARAT is a bilateral exercise series between the U.S. Navy, the U.S. Marine Corps and the armed forces of nine partner nations to include Bangladesh, Brunei, Cambodia, Indonesia, Malaysia, the Philippines, Singapore, Thailand and Timor-Leste.
