Breezy Point, N.Y., Nov. 20, 2012 -- A New York City rapid assessment team inspects a home in Breezy Point. FEMA designed in the immediate aftermath of Hurricane Sandy the Sheltering and Temporary Essential Power (STEP) Pilot Program to assist State, local and Tribal governments in performing work and services essential to saving lives, protecting public health and safety, and protecting property. FEMA intends STEP to provide essential power to affected residences, thereby reducing the demand for other shelter options and allowing individuals to return to or remain in their home.
