General Thomas A. Schwartz, Commanding General, Forces Command (and Reviewing Officer), presents the decoration for Distinguished Civilain Service to Mrs. Vonda A. The presentation was made during the I Corps Change of Command and Lieutenant General George A. Crocker's Retirement ceremony on 30 September 1999.
