Hughes, AK, September 19, 2013 -- The California Hoopa Tribe volunteers work to repair this flooded home by removing old wet insulation and replacing it with new. After a severe flood inundated the community, FEMA coordinated a recovery operation with tools, safety equipment and logistics while the Hoopa Tribe volunteered to provide the labor to get the community back on their feet prior to the dangerous winter months in the Arctic.
