Just outside the town of Fajardo, Puerto Rico, people wait in line to buy a single bag of ice. The demand for ice is so great that the owner of the factory has limited the sale of ice to one bag per person. The Rima ice factory is one of three in the local area currently working with the Federal Emergency Management Agency (FEMA) to provide ice to the local communities.
