Summary
Amphibious Construction Battalion (ACB) 2 Commanding Officer Capt. Paul Webb explains to Adm. J. C. Harvey Jr., commander of U.S. Fleet Forces Command, the logistical and technological advantages of the Navy Elevated Causeway System-Modular (ELCAS(M)). The ELCAS(M) is an expeditionary pier used to bridge the surf zone, providing an interface between lighterage, cargo vessels and the beach, providing the capability to off-load containers from lighters beyond the surf zone to shore via wheeled vehicles on the elevated roadway structure. Reserve Component and Active Duty Seabees from ACB-1 and ACB-2 worked side-by-side for nearly two weeks to build the 500-foot long ELCAS(M) near Anzio Beach aboard Joint Expeditionary Base (JEB) Little Creek-Fort Story.
