Muslims return to former neighborhood to vote during elections in Mostar, Bosnia. For many, this was the first time in 3 1/2 years that they have been in Mostar. The Mostar elections provided a crucial test for the Dayton Peace Accord which ended the 3 1/2 year war in Bosnia. In accordance with the Dayton Accords, under which Operation JOINT ENDEAVOR (the multi-national peace mission in Bosnia) functions, the provision of a secure environment is at the heart of the reconstruction effort in Bosnia
