Shanghai dancers perform a welcoming dance for the crew of U.S. Coast Guard Cutter Boutwell and Vice Adm. Charles D. Wurster, Comander Coast Guard Pacific Area, during a ceremony, Aug. 16. Boutwell visited Shanghai to conduct law enforcement exchanges with Chinese counterparts during the North Pacific Coast Guard Forum (NPCGF). Established in 1999, the NPCGF is comprised of coast guard-type agencies from China, Japan, Korea, Russia, Canada, and the United States and was created to foster multilateral cooperation hased on the sharing of information on matters related to civil maritime governance.
