US Army (USA) Captain (CPT) Patrick O'Niel (background center), a Surgeon attached to Joint Special Task Force Philippines, consults a local Filipino Family about their medical needs, during a Medical Civil Action Program (MEDCAP) located on Basilan Island, just south of the Republic of Philippine City of Zamboanga.
