U.S. Defense Chief of Mission, Patrick Fitzgerald, talks with Utilitiesman 1st Class Bruce Nisbet, a U.S. Navy Seabee assigned to Naval Mobile Construction Battalion (NMCB 23), embarked on High Speed Vessel (HSV-2) Swift, about HSV-Southern Partnership Station 2012, during a ceremony honoring the finished construction of an elementary school in Zona De Acapulco. NMCB 23 were refurbishing the school and placed new electrical outlets and a new bathroom inside. NMCB 23 is working with Peruvian combat engineers from Base Naval De Callao and Brigada Infanteria De Marina De Ancon as a part of HSV-Southern Partnership Station 2012. HSV-SPS is an annual deployment of U.S. Navy ships and assets to the U.S. Southern Command's area of responsibility in the Caribbean, Central and South America. The exercise involves information sharing with Navies, Coast Guards and civilian services throughout the region.
