Voters in Mostar begin voting process by registering with voting officials to make sure that they are eligible to vote. Only those residents that were registered during the 1991 Census were allowed to vote. The Mostar elections provided a crucial test for the Dayton Peace Accord which ended the 3 1/2 year war in Bosnia. In accordance with the Dayton Accords, under which Operation JOINT ENDEAVOR (the multi-national peace mission in Bosnia) functions, the provision of a secure environment is at the heart of the reconstruction effort in Bosnia
