The former German emperor never was very popular in Metz and the fact that Germany had consented to the allies terms gave the loyal French inhabitants an opportunity to show just what they thought of him. The German inhabitants are able to view the entrance are able to view the entrance of their conquerors. In Treves, the Americans dealt with the de facto authorities. The Workman's Council is maintaining a commission and the officers found by the Americans were those who had long been functioning and the American sleft them to arrange their own affairs. Local institutions, or the manner of life of the people, has not been interfered with by the Americans
