Staten Island, N.Y., Nov. 7, 2012 -- The TS Kennedy, a maritime academy training ship is moored in New York and serving as a home for 400 DHS volunteers. A provision in the 2006 Post-Katrina Act authorized DHS to create a surge capacity force (SCF) of federal employees to augment a catastrophic disaster response. The objects in this collection are from The U.S. National Archives and Defense Visual Information Distribution Service. The U.S. National Archives and Records Administration (NARA) was established in 1934 by President Franklin Roosevelt.
