Window Rock, Ariz., March 14, 2013 -- FEMA Region IX Administrator Nancy Ward (right), Federal Coordinating Officer Mark Neveau (center) take time to engage in a cultural lesson on the grounds of the Navajo Nation Museum inside what is known as a Hogan. Robert Johnson (left), a Traditional Cultural Specialist, explains that the eight-sided Hogan is a shrine where ceremonies such as weddings and rites of passage are conducted. The exchange took place on the same day, FEMA and Navajo Nation leaders signed a precedent setting formal agreement to implement federal disaster assistance directly with the Sovereign Navajo Nation to assist with their recovery from severe freeze that occurred December 15, 2012 to January 21, 2013. This is the first FEMA-Tribal agreement implemented west of the Mississippi since the amendment of the Stafford Act that provides federally recognized tribal governments to make a request directly to the President for a major disaster declaration without going through a state government.Photo by Kelly Hudson/FEMA

A marriage censor at the point of debakation has seemed necessary to the military authoritiesbecause of the hurry that the returning troops seem to be in to get licenses as soon as they land. Capt. Don L. Monteith with a soldier at this side, is installed in the Bureau of Marriage Licenses in the Municipal Building as a "Censor" and if the soldier and his prospective bridge don't pass the enlisted men, they are uestioned by the Captain.
