DAKAR, Senegal- U.S. Navy Capt. Dan Shaffer (CENTER), commodore Africa Partnership Station West, talks with Senegalese navy Lt. Cheikh Oumar July 11, 2011, during a tour of his offshore patrol vessel that will help support an upcoming, joint exercise that is part of the Africa Partnership Station (APS). In support of APS, an international initiative, the Coast Guard Cutter Forward crew will offer real-world expertise in law enforcement, environmental stewardship, maritime awareness, search and rescue operations, damage control response, seamanship, medical readiness, and navigation.
