The Haitian bound Honduran registered 157 foot merchant vessel BLACK EAGLE stops for the training frigate USS AINSWORTH (FFT-1090) to carry out the 100th inspection of a ship bound for Haiti. They are off the northwest shore about 12 miles from Miragoane, Haiti. The AINSWORTH Is carrying out the inspection under Operation Support Democracy, the United Nations embargo intended to prevent the flow of arms and fuel into Haiti
