Special Agent Donald Rackley, of the 733rd Military Police Battalion (CID), role plays during a mock hostage negotiation scenario during Capital Shield, Sept. 8. Both active and reserve special agents from the Army's Criminal Investigation Command gathered at Fort Belvoir, Virginia, September 5-9, 2017. Capital Shield’s key training events included crime scene and intelligence management, hostage and crisis negotiation and evidence processing.
