Summary

The Federal Emergency Management Agency (FEMA) and the U.S. Army Corps of Engineers had been maintaining backup power capability in Puerto Rico. As emergency restoration has progressed on the island. The original contract was for $35.1 million to provide additional generation to the power plant, there were 11 extensions to the contract for a final cost of $223 million. The generators have been managed by USACE’s Rapid Recovery Team which has been running the Palo Seco Project since Oct. 29, 2017. The demobilization of the mega-generators is a positive step in the ongoing recovery process in Puerto Rico.
