Summary
This untitled illustration by cartoonist Clifford Berryman, which appeared in the Washington Evening Star on August 4, 1912, depicts members of the Senate and House holding the "Seven Year Tenure" legislation proposal over the head of a government clerk. The bill, which was vetoed by President Taft later that month, would have allowed those in control to cut government clerks every seven years if they did not like them, even if the clerk proved to be a competent and faithful worker.
