161118-N-PO203-474 WASHINGTON (Nov. 18, 2016) Rear Adm. Mat Winter offers remarks before being relieved by Rear Adm. David J. Hahn as the chief of naval research (CNR) during a change-of-command ceremony at the U.S. Navy Memorial in Washington, D.C. Winter, a decorated aviator with advanced degrees in both computer science and national resource strategy, will be joining the F-35 Joint Program Office as deputy director, Joint Strike Fighter Program. Hahn, a decorated submarine commander and naval acquisition officer, will head the Office of Naval Research (ONR) and oversee the roughly $2 billion Department of the Navy budget for naval science and technology programs.
