This concerted effort by VITEMA's State Director Mark Walters and FEMA Caribbean Area Director Alejandro De La Campa, and through an agreement between the VI government and the U. S. Department of Defense, the generators arrived by C-130 military aircraft from Puerto Rico and through a local multi-agency effort, were transported to a storage facility in the Virgin Islands.
