Cpl. McVay was part of a six man team of non-commissioned officers from Black Sea Rotational Force 14 that conducted a military-to-military engagement, March 18 – 20, 2014, aboard Nikola Vaptsarov Naval Academy, Bulgaria. The Marines were there to discuss the roles and responsibilities of Non-Commissioned Officers while deployed to a combat zone and enhance the positive relationship between the two countries. Black Sea Rotational Force 14 is a contingent of Marines and sailors tasked with maintaining positive relations with partner nations, regional stability and increasing interoperability while providing the capability for rapid crisis response, as directed by U.S. European Command, in the Black Sea, Balkan and Caucasus regions of Eastern Europe.
