Gov. Moheebullah Samim, the governor of Paktika province, takes notes during a Paktika Provincial Reconstruction Team-sponsored provincial and district line director and sub governor training at the governor’s compound in the provincial capital of Sharana, Oct. 11. Samim and approximately 50 other provincial and district leaders from throughout Paktika province met over a three-day period to discuss strategic planning, budgeting and various ways in which to identify the true needs of their constituents. The training also introduced the concept of the People’s Development Fund, a new initiative designed to help Government Islamic Republic of Afghanistan officials better manage their resources and expectations. The event was the second in a scheduled multi-phased training plan to help promote development and good governance in the province located in southeast Afghanistan. The Paktika PRT is a joint team whose mission is to help legitimize the government of Afghanistan through development, governance and agricultural initiatives. (U.S. Air Force photo by 1st Lt.
