Hisao Naito, Mayor Nirasaki, Japan, watches as a C-17 Globemaster III lands in the background during his tour of the air traffic control tower, Travis Air Force Base, Calif. The tour is part of the Sister City Program between the City of Fairfield, Calif., and Nirasaki, Japan, and marks the 45 year relationship between the two cities. The tour also provides the Japanese visitors a better understanding of the partnership between the City of Fairfield and the base.
