Nuristan Province resident Manhour Hamdad speaks about Afghans taking responsibility for their own security during a shura Jan. 18 at the Nurgaram District Center. The two-day shura began Jan. 17 and was coordinated by the Nuristan Provincial Reconstruction Team. It included speakers from the government of Nuristan and an Afghan United Nations representative and was attended by villagers, local leaders, members of the Afghan National Army, the Iowa National Guard "Red Bulls" 34th Infantry Division, the Nuristan Provincial Reconstruction Team and local police officials. The shura focused on strategies for bringing peace to the area.
