Philippine Army Col. Generoso Bolina speaks May 10 at an art exhibit in Legazpi City, Albay province, Philippines. The local artists visited each of the five engineering civic assistance program being completed as a part of Exercise Balikatan. They took what they saw at each site, painted original works, and then showcased them at the local mall for community members to see and bid on. Balikatan is a routine, annual training exercise that helps maintain a high level of interoperability and enhances military-to-military relations and combined combat capabilities.
