Senior Airman Douglas Whigham, a civil engineer structures specialist assigned to the 107th Attack Wing, Niagara Falls Air Reserve Station, New York Air National Guard, prepares bags to be filled with sand in response to the New York National Guard activation Gov. Andrew Cuomo initiated on May 6 for the flooding occurring along Lake Ontario, at the Department of Transportation, Albion, N.Y., May 13, 2019.
