U.S. Army Spc. Neil Bautista, assigned to the 97th Civil Affairs Battalion, observes local Barangay health workers lift a simulated patient with an improvised stretcher during first responder training in Tapaz, Philippines, during Balikatan 2015, April 14. The training was held for local health workers by U.S. and Armed Forces of the Philippines Army personnel as part of a Joint Civil-Military Operations Task Force on the island of Panay for the exercise. Balikatan, which means “shoulder to shoulder” in Filipino, is an annual bilateral training exercise aimed at improving the ability of Philippine and U.S. military forces to work together during planning, contingency, humanitarian assistance and disaster relief operations.
