Cpl. Torrance Berg talks with 1st Sgt. Franklin Becker Jr. before the Enlisted Recognition Reception Feb. 25, 2016, at the Veterans Association of North County. The Oceanside Chamber’s Military Affairs Committee created the Enlisted Recognition Program in 2001 to recognize the excellence of the local enlisted personnel. “I have the honor of being here tonight because Cpl.
