Secretary Cohen visited Hungary immediately following the NATO summit in Madrid, Spain, where Hungary, along with Poland and the Czech Republic were offered membership in the Western military alliance. During meetings, Keleti warned Cohen that it could take his nation eight to 10 years to upgrade its Soviet-style military to achieve compatibility with other NATO forces
