Sunburst Youth Challenge Academy teacher Allen Witten describes a global partnership and micro-financing project his students are working on during a visit by Rep. Gilbert Cisneros, of California's 39th Congressional District, May 3, 2019, to the school at Joint Forces Training Base, Los Alamitos. Sunburst is one of three National Guard Youth Challenge programs facilitated by the California Military Department. The academy's goal is to help reclaim the lives of at-risk teens, ages 16-to-18, by providing a structured 18-month alternative education program in a quasi-military setting.
