U.S. Army Capt. Emily Elser, left, assists in giving a dog a vaccine during a cooperative health engagement May 12 in Legazpi City, Albay province, Philippines. Philippine, Australian and U.S. veterinarians assisted the ongoing High Density Anti Rabies Mass Vaccination Program currently being implemented by Albay province to treat animals with various vaccines, vitamin shots and flea medication. The CHE is part of Exercise Balikatan, an annual bilateral training and humanitarian relief exercise that improves the bond and interoperability between Philippine and U.S. forces.
