SAN PEDRO, Calif. -- Capt. John Caplis, deputy commander of Coast Guard Sector Los Angeles/Long Beach, speaks with the public during a press conference December 4, 2008 at the Port of Los Angeles announcing the launch of the nation's first seaport Border Enforcement Security Task Force (BEST), created to combat smuggling in the Ports of Los Angeles and Long Beach.
